This website supports the implementation of a Delphi survey on European civil security organized as a part of the FORESEC project funded by the European Commission. The Delphi survey is to be carried out in late 2008 - early 2009:

The objective of this Delphi is to support the work of the European Commission in defining priorities for the European Security Research. It will engage around 1000 experts on security issues from all EU countries. In the survey, these experts will evaluate major potential changes that might affect European security and assess their potential impacts. Impact statements are based on both issues identified in the former phases of the FORESEC project and input from the experts during the first round of Delphi.

The FORESEC Synthesis Report suggests the following working definition of a European security:
"security refers to the ability and efforts of all sectors of society (individual and private) and government (the state) to protect EU societies and citizens from threats, risks and hazards, be they external or internal, man-made or natural, that might endanger their survival."
