WP4 will serve to involve a broad spectrum of experts and stakeholders
through a Delphi, which will be carried out on-line. The core team will set up
an online real-time Delphi on the basis of work package 2 and 3. Statements for
the international Delphi will be derived mostly from the results of the kick-off
workshop. The results of the Delphi will be further analysed and evaluated in a
systematic way. An analytical framework for the assessment of security
challenges and their drivers will be developed. The first step will provide the
analytical grid that is necessary to establish what country, region,
infrastructure, location etc. might be threatened by what kind of development.
The taxonomy and assessment report on trends, drivers and threats will be used
as input for the scenario work. Based on the work in previous work packages WP 4
will analyse and conceptualise the term European security for the purpose of the
Security Research Programme.
